Notice: Defendants are hereby notified that a complaint has been filed against them under the Anti-Terrorism Act (“ATA”), 18 USC § 2333, and the Torture Victims Protection Act (“TVPA”), 28 U.S.C. § 1350(b), for the alleged extortion, kidnapping, torture, and attempted murder of Plaintiff in the Eastern District of Virginia.
